THE HOUSEHOLD STIMULUS PACKAGE

Progress of legislation

Household stimulus package – The Senate Standing Committee on Finance and Public Administration has tabled its report on the government’s household stimulus package Bills, including the Household Stimulus Package Bill 2009, the Tax Bonus for Working Australians Bill 2009 and the Tax Bonus for Working Australians (Consequential Amendments) Bill 2009.

The committee’s majority report recommended that the Senate pass the Bills as a matter of urgency while the Coalition Senators’ minority report recommended that the Senate reject the package.

In additional comments, Senator Bob Brown (Australian Greens) noted that the Australian Greens have concerns about the payment of the bonuses and that they should be extended to those currently ineligible because of the "net tax liability" rule. Senator Fielding (Family First) considered that the package ought to be amended by diverting $4b to a job creation plan. Senator Xenophon (Independent) noted that some households would receive multiple bonus payments and it was not clear that there was a good policy rationale for this.
